The Municipal Infrastructure Support Agent (MISA) has successfully completed a major phase of its national support intervention to improve road infrastructure in 30 municipalities across the country. This initiative forms part of a targeted response to service delivery challenges identified by the Inter-Ministerial Committee (IMC) on Service Delivery, which prioritised municipalities requiring urgent technical and operational support.
The IMC identified 30 municipalities including Metropolitan, Intermediate City and Local Municipalities that needed additional assistance to accelerate service delivery to citizens. In line with its mandate, MISA focused its support on pothole patching and overall road maintenance, both of which are critical to ensuring safe, accessible, and reliable mobility for communities.
While MISA’s primary function is to provide technical support to municipalities, it extends assistance to metros on an ad hoc basis when required, such as during this intervention. Of the 30 identified municipalities, 19 were selected for material support, with 13 priority IMC municipalities receiving direct assistance in the form of road maintenance materials for pothole patching.
MISA’s contribution to maintaining municipal road infrastructure directly reinforces its core mandate of enhancing service delivery and strengthening municipal capacity. By improving the condition of roads, especially in municipalities facing severe resource constraints, MISA plays a key role in restoring public confidence and advancing government’s goals of improved and sustainable service delivery.
These municipalities collectively manage extensive road networks that require continuous maintenance to prevent deterioration. Without regular upkeep, cracks and structural failures caused by contraction and expansion within road layers can rapidly worsen, leading to higher repair costs, poor road quality, and compromised mobility and safety.
Many municipalities continue to face financial constraints that limit their ability to maintain roads adequately. This has contributed to the accelerated degradation of internal roads, access routes and stormwater systems, ultimately affecting mobility, local economic activity and community wellbeing. Through this intervention, MISA has eased some of these pressures by supplying essential road maintenance materials, enabling municipalities to repair critical transport corridors such as bus routes, main roads, link roads and busy intersections.
The selected IMC municipalities were prioritised not only based on need, but also on their capacity to implement the intervention effectively once materials were supplied. This ensures that the support provided delivers sustainable and measurable improvements at the local level, optimising the impact of government investment.
Well-maintained municipal roads are fundamental to socio-economic development. Improved road infrastructure enhances the movement of people and goods, attracts investment, and strengthens connectivity between communities and key economic hubs. Through this initiative, MISA continues to play a pivotal role in strengthening municipal infrastructure, supporting local economic growth and contributing to government’s broader vision of inclusive and sustainable development.
