Framework for Infrastructure Procurement and Delivery Management
- According to circular 106 of National Treasury (dated, 20 September 2020), All Organs of State which are involved in the planning and implementation of infrastructure delivery, under the auspices of MFMA, are expected to be implementing the Local Government Framework for Infrastructure Delivery and Procurement Management (LGFIDPM) effective from 01 July 2021.
- In the said circular 106, National Treasury notes that, “The National Treasury, in consultation with relevant stakeholders, initiated the SIPDM review process which resulted in the development of the Local Government Framework for Infrastructure Delivery and Procurement Management (LGFIDPM). The LGFIDPM introduces minimum requirements for effective governance of infrastructure delivery and procurement management.”
- Organs of State are therefore expected to adhere to those minimum requirements. The following are minimum requirements to be adhered to, as contained in Annexure A,

- Gateway Reviews
- Project Stage Deliverables
- Procurement Gates
- Review and Alignment of SCM Policies to accommodate the FIPDM requirements
- National Treasury is working on a guide to assist MFMA Organs of State (Municipalities) to implement and meet the requirements of LGFIPDM.
- Through its own mandate of capacitating municipalities, MISA has also developed a suite of templates which are intended to assist the municipalities to meet these minimum requirements. Municipalities are therefore encouraged to customize these documents to suit their set up. These should then be approved by the relevant approval structure / Accounting officer of the municipality for immediate implementation. Each municipality should review the information contained in the Template, in full consideration of the LG FIPDM text and also its own unique situation, and make necessary changes, where applicable.
- Once approved by relevant Accounting Officers or approval authorities, these documents should be inserted as addenda to the existing procurement policies and Delegations of Authority of the municipality
